Quran 23: 5-7, 70-29-31

And they who guard their private parts
Except from their wives or those their right hands possess, for indeed, they will not be blamed
But whoever seeks beyond that, then those are the transgressors  1

Words of Prophet Lot(AS):

Through words of Prophet Lot(AS), homosexuality is condemned as unnatural and transgression.

Quran 7: 80-81

And [We had sent] Lot when he said to his people, “Do you commit such immorality as no one has preceded you with from among the worlds?
Indeed, you approach men with desire, instead of women. Rather, you are a transgressing people.” 2

Tafsir Ibn Abbas on 7: 80-81

…………(Will ye commit abomination) i.e. sodomy……..

(Lo! ye come with lust) you find more lust (unto men) in men’s behinds (instead of women) instead of the vaginas of women. (Nay, but ye, are wanton folk) in idolatry; you transgress from the lawful to that which is prohibited.

Quran 26: 165-166

Do you approach males among the worlds
And leave what your Lord has created for you as mates? But you are a people transgressing.” 3

Quran 27:54-55

And [mention] Lot, when he said to his people, “Do you commit immorality while you are seeing?
Do you indeed approach men with desire instead of women? Rather, you are a people behaving ignorantly.” 4

Quran 29:28-29

And [mention] Lot, when he said to his people, “Indeed, you commit such immorality as no one has preceded you with from among the worlds.
Indeed, you approach men and obstruct the road and commit in your meetings [every] evil.” And the answer of his people was not but they said, “Bring us the punishment of Allah , if you should be of the truthful.” 5

Possible Punishment:

A verse can of Quran can be interpreted as a possible punishment for homosexuality but this interpretation is not accepted by majority of Scholars. The verse 16 of Chapter 4 says that a mild punishment should be given to two until they repent.

Quran 4: 16

Those who commit unlawful sexual intercourse of your women – bring against them four [witnesses] from among you. And if they testify, confine the guilty women to houses until death takes them or Allah ordains for them [another] way.

And the two who commit it among you, dishonor them both. But if they repent and correct themselves, leave them alone. Indeed, Allah is ever Accepting of repentance and Merciful. 6

Tafsir of Quran 4:16

Tafsir of Ibn Kathir(d. 1373 CE):

Ibn Kathir says that one of the earliest commentators of Quran Tabi’ Mujahid ibn Jabr(d. 722 CE) may be of the view that these verses were revealed about 2 men as if he was referring to sodomy.

………Mujahid said, “It was revealed about the case of two men who do it.” As if he was referring to the actions of the people of Lut, and Allah knows best…..”

Tafsir Al-Jalalayn by Imam Suyuti(d. 1505 CE)

And when two of you men, commit it, that is, a lewd act, adultery or homosexual intercourse, punish them both, with insults and beatings with sandals; but if they repent, of this [lewd act], and make amends, through [good] action, then leave them be, and do not harm them. God ever turns [relenting], to those who repent, and is Merciful, to them. This [verse] is abrogated by the prescribed punishment if adultery is meant [by the lewd act], and similarly if homosexual intercourse is meant, according to al-Shāfi‘ī; but according to him, the person who is the object of the [penetrative] act is not stoned, even if he be married; rather, he is flogged and banished. Judging by the dual person pronoun, it seems more obvious that homosexual fornication is meant [by this verse], even though the former [sc. al-Shāfi‘ī] was of the opinion that it referred to an adulterer and an adulteress; but this [opinion of his] may be countered by the fact that [the reference to] the two [men] becomes clear on account of the particle min being attached to a masculine pronoun [minkum, ‘of you’], and by the fact that they suffer the same punishment, [both effect the action of] repentance and [are both granted] that they be left alone [thereafter], [all of] which applies specifically to men, given that for women detention is stipulated, as was stated before.

Tafsir Mazhari by Sufi Thanaullah Panipati(d. 1810 CE)

According to my view, this verse refers to those men who commit action of people of Lut. This is also view of Mujahid(ibn Jabr).

Mufti muhammad Shafi

His son Mufti Taqi Uthmani(b. 1943 CE) has a similar view in his Tafsir.

Tafhim al-Qur’an of Abul Ala Maududi(d.1979 CE)

Maududi says earlier Mu’tazili commentator Abu Muslim Isfahani(d.934 CE) was of the view that verse 15 is referring to female homosexual act while verse 16 refers to male homosexual act. However Abu Ala Maududi disagrees and refutes this claim.

The seeming difference in these two verses has misled commentator Suddi to the conclusion that verse 15 prescribed the punishment for married women and verse 16 for unmarried men and women. Obviously, this flimsy commentary is not supported by any sound argument. Likewise, the commentary of Abu Muslim Isfahani that verse 15 is about the un-natural crime between two females and verse 16 about the un-natural crime between two males is also wrong. The Qur’an is concerned only with the fundamental principles of law and morality: therefore it only discusses those problems which are confronted in normal life and does not concern itself with the ones that are met with under abnormal circumstances. These latter problems, as they arise, are left for the people to decide according to their insight. That is why, when after the death of the Holy Prophet the case of unnatural crime between two males was brought before the Companions, none of them turned to these verses for its decision.

In the Shade of the Qur’an by Syed Qutb(d. 1966 CE):

https://www.kalamullah.com/shade-of-the-quran.html View online in google docs

……….It seems clear that the reference in the expression to “the two from among you who are guilty” of gross immoral conduct refers to two homosexual men
